Not only does he have the natural advantage of being a quick learner, but thanks to his years of experimentation he has discovered a technique that transfers his mind/spirit/soul/what-have-you into another body. The only fault with this jutsu: the vessel only lasts three years. However, this body must be another living being -- essentially Orochimaru joins that person's mind and body and for the most part rules over them completely. With a cosmetic jutsu, he can either retain his original body's appearance or revert to the host's. As one may imagine, such a techinique is highly forbidden and is punishable by death in every district of the city (besides his own) and everywhere else in the world.
That is not the only forbidden jutsu he has learned throughout his studies. Orochimaru can also revive the dead by sacrificing a living human's body and guide the soul into the vessel. Using dirt, sand, and the like, these materials surround the host body creating the appearance of the revived soul.
Besides these two jutsu, Orochimaru does perform another: the curse seal. Though as the name implies, it is a curse of sorts; whoever he injects with the curse only has a ten percent chance of survival. The few that do live through the curse use it to its full potential. The curse seal gives the user incredible strength in three different, activated stages -- the higher the stage the user goes into, the more years taken from their life despite the fact at higher levels they have more power. Anyone who's infected with this curse seal has a tatoo wherever Orochimaru bites them and infects them. This "tatoo" can be in any shape from triangles to squiggle lines just depending on how the person reacts to the curse.
Orochimaru also has an affinity for snakes. Similar to Shino's control over bugs, Orochimaru has many different techiniques that use snakes as a way to attack or even summoning the huge snake lord, Manda. The Kusanagi under his control is proof of this connection. Just like in canon, he opens his mouth, a snake appears and from its mouth comes the Kusanagi. This sword is extremely powerful since it can cut through almost anything, and the blade can extend many times its own length.
Though it may be a modern era of guns and technology, Orochimaru prefers the ancient arts. He is quite adept at the martial and kendo arts -- making his Kusanagi all the more powerful. He does possess a small but powerful handgun in case of an emergency, however he hardly thinks of it since his other skills usually take care of things very nicely.
With all his talent, raw intelligence, constant experimentation with the forbidden, it's no wonder at all why such a prodigy has become head of his own created district.

Ironically, despite his reputation, Orochimaru has a certain way with people. He can be genuinely understanding of a person's situation and then persuade them to join his cause. His form of speech is slightly feminine, polite, and eloquent. Typically, Orochimaru would be seen as a respectable member of society... until someone goes against his wishes. He loves toying with people and ever so cleverly convince them that his argument is the right one. He'll do almost anything to get what he wants.
His lust for power has clouded his entire life. The time he spent running completely alone and isolated on the streets of the Konoha District inspired him to never be that weak ever again. With his above average intelligence, he learns new jutsu in a short time. Along the same lines, he can easily read people, gauge the situation, and plan elaborate strategies to further his own agenda.
Orochimaru treats all who join him as pawns -- that's all they truly are to him. Considering that attitude, that's the reason why he recruits desparate, power-hungry people to his district. He believes people like that will be extremely thankful for the "gift" they were given and follow him unconditionally.

Since he's very Japanese traditional, he normally wears a simple blue kimono with white snake heads that have red eyes on each shoulder and ties a narrow white obi to close it. Over the kimono, he wears a sleeveless lavender haori. Both his ears are pierced and are decorated with a circular, snake-like shape that's made of a metal colored purple. His preferred footwear are a pair of lavender-colored geta (wooden sandals) that have lavender straps. However, if the situation requires extra formality, he has a deep purple silk kimono decorated with snake-like swirls in different shades of blue. The obi he uses to close this kimono is thicker than his simple one and lavender in color. The formal geta he wears are black with blue silk straps.
He refuses to wear suits or any other modern clothing. Traditional Japanese wear is just much more elegant and refined to him than those confining, American outfits.
As a note, every one of his followers has one ear pierced with the same kind of earring Orochimaru wears. However, the color of his followers' earrings are blue instead of purple.

When he had finished, the older man held out his hand to help the young boy up and smiled warmly.
"I'm Sarutobi, young one. I'll take care of you." Out of all the people he could have bumped into, Orochimaru had met the future head of Konoha District.

Around the same time, Sarutobi was gaining more support from the district to replace the current head when they stepped down. Hearing rumors about how people were disappearing never to reappear again and watching Orochimaru come home late from school really worried him. One day, he secretly followed Orochimaru on the campus and to his hidden labratory. He looked in horror at the dead, deformed bodies he saw just from glancing in the doorway. Angrily, he proceeded to confront Orochimaru working quietly, demanding that he stop, and that he would call the authorities in Konoha District. Orochimaru challenged him by asking Sarutobi to just kill him if he wanted him to stop. In the end, Sarutobi couldn't kill his adopted son and called the authorities to arrest him. He never talked of his once-beloved prodigy ever again.
During the trial, Orochimaru was extremely calm and laid back. He admitted everything he had done -- the kidnappings, the experienments, the forbidden jutsu he had performed. Blatantly admitting he was guilty sent him straight to prison. The jurors were horrified at how someone could be so calm and collected about deforming human beings and performing terrible forbidden jutsu on them.
In prison, he was almost completely unaffected by his surroundings. It seemed like he was just waiting for an opprotunity to escape, and he openly said so to some of his fellow inmates. He told them (and demonstrated) that he possessed great power, and that if they joined his cause, they could have a piece of that power when he founded his own district. He wanted to create a place where he could experiment as he pleased. Orochimaru had such a magnetic effect to everyone around him that all the power-hungry inmates believed him.
One day, government agents visited Orochimaru in prison. They explained that they heard rumors of his immense power and offered to bail him out of jail but at a price. He would have to become a part of Akatsuki. Orochimaru gladly accepted -- using this organization's connections he could find the person that killed his family.
His years in Akatsuki went by fairly quickly. It was difficult to get to know the mysterious members because for the most part they either paired off or were sent alone into the city. After years of secret research, Orochimaru discovered the person who murdered his parents. Having completed his goal within the organization, he decided it was time to retire and start his own district within the city. Leaving a letter at the Akatsuki headquarters, Orochimaru left the government organization.
It was then Orochimaru starting roaming through the slums district shared by both Suna and Konoha. He recruited many people to his cause offering them great powers. Eventually, he amassed enough people to take over the slums thereby creating the Oto District. This action has started a war between Oto and the other districts. The lowlier people of this district worship him similar to a God, and everyone follows the extremely powerful ninja's every order and whim.
Relationships:
Kabuto: The ultimate servant to Orochimaru. He's Orochimaru's right hand man, and Orochimaru knows he can ask anything of the ingenius medical ninja.
Kimimaro: Orochimaru keeps this man on hand because of his unique family skill. He originally wanted to take over Kimimaro's body as his own, however Kimimaro came down with a deadly illness keeping him almost always in a decapitated state. He is one of the few given the curse seal.
Sound Four: Orochimaru's most powerful team of ninjas. These four also possess the curse seal in their own forms. He uses these four to go out on top class missions for him; they are his ultimate pawns.
Sasuke: Orochimaru's current student. The young boy's Sharingan eye interests Orochimaru greatly, and therefore he has given the boy the curse seal. Orochimaru hopes to take on the young boy's body eventually.
